Director of Housing and Community Development. Salary $84,570 - 134,509.
Reporting the Deputy City Administrator, the Director manages the Department of Housing & Community Development including formulating & coordinating the City’s housing and community development programs; formulation of policies and procedures, and strategies designed to attract and promote affordable/attainable housing and desirable community development in the City of West Palm Beach. Serves as advisor on housing and community development projects to the City Commission and other City agencies.
The position requires a Bachelor’s degree from an accredited college or university with a major in Political Science, Economics, Public Administration, Urban Planning or closely related field & 7 years of progressively responsible state or local government experience in housing, community development and/or neighborhood revitalization or any equivalent combination of training and experience. Three (3) years of supervisory or managerial experience. Master’s degree, preferred. The candidate must have a combination of management skills and strong technical skills. A valid State of Florida driver’s license, required. A valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver’s license within 30 days from day of appointment.

Purchasing and Contract Manager Salary $70,281 - $105,575
Reporting to the Director of Finance, the incumbent of this position manages a wide variety of procurement and administrative duties related to City purchasing, warehouse, contract, and surplus activities. The Purchasing and Contracts Manager is responsible for preparing Requests for proposals, Requests for Qualifications, requests for Information, and Invitations to Negotiate; evaluates submissions, facilitates committee selection and review, compiles matrixes, negotiates contracts, and makes award recommendations. This position administers and monitors the Consultant Competitive Negotiation Act (CCNA) program for the pre-qualification of architects and engineers including special requirements for construction bids. The Purchasing and Contracts Manager creates, maintains, and monitors contracts for disaster preparedness while serving as the Logistics Chair in the event of a disaster, coordinates with FEMA and other agencies.
The position requires a Bachelor’s degree from an accredited college or university with a major in Purchasing, Materials Management, or directly related field and five (5) years government procurement or related experience, or any equivalent combination of training and experience. Two (2) years of supervisory/managerial experience, required. Certification as a Certified Professional Public Buyer, Certified Public Purchasing Officer or Certified Purchasing Manager, required. A State of Florida valid driver’s license, required. A valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver’s license within 30 days from day of appointment.

Executive Director Palm Beach County Legislative Delegation/Legislative Affairs Liaison Salary $64,617 - $102,901 neg.
Coordinates the Delegation's annual State Legislative Program. Schedules, organizes and facilitates Delegation meetings and coordinates legislative activities with other government agencies. Assists in the preparation and implementation of Palm Beach County's state and federal legislative grant programs.
Qualifications: Bachelor's Degree in Law, Public Administration, Political Science or related field; minimum of five years legislative experience. Equivalencies: Unrelated Bachelor's Degree and seven years of related experience, OR Associate's Degree and nine years of related experience.
Preference for experience with the Florida legislature, bill and amendment drafting and tracking procedures.
